RDS Snapshots not deleting

Got an error with failure of an RDS snapshot.

Exception: cannot create more than 50 manual snapshots
Job Type: Create RDS Snapshot

Logged in, and found that even though the job said to delete any snapshot older then 15 days, it wasn't deleting snapshots.

pleasec chekc that your aws user has the required rights. See here

I think this is the issue - I am getting a message "backup is not authorized to perform: rds:ListTagsForResource on resource"

do you know how to set the rights in IAM?
